This is why the State takes it upon itself to control behaviour seeking to protect people from their own naivety with ages of consent. Unfortunately the law, especially in the UK and the USA, has tied itself into knots. Thus two fifteen year-olds watching a sexy DVD together can both be charged with enabling someone under sixteen to watch such a film.

Two underage people who kiss each other can both be charged let alone if they explore each other&#039;s bodies to a greater extent. Sensible societies have age disparity amelioration for any offence.

I do not know the answer as to how you empower children with the confidence to make their own decisions but am sure that blanket laws and irregularly enforced action does not help.
