I assume it was quite short (1/100s?) but if not, is it possible that the softness you see is due to the movement of the sun in the sky during the exposure?  Alternatively, could you be running into either the diffraction limit of the lens (try tinkering with the f-stop) or the effect of the wrinkly filter?  As a control would it be possible to take a long exposure shot (e.g. several seconds) of something nearby (e.g. a building) and examine the sharpness at the relevant scale?
