I confess I&#039;m guessing here, as I haven&#039;t done any research to back this up, but I would expect that you&#039;d find that *some* people (in fact, the majority, one hopes) would act morally. In fact, from what I gather, this sort of behaviour is indulged in by only a small proportion of the population. Many people just wouldn&#039;t dream of it.

There&#039;s a parallel here: some people will only behave themselves if there&#039;s the threat of serious punishment hanging over them if they don&#039;t.
